Larry Crowe/Associated PressFor many Indians a meal is not complete without as serving of dal, or lentils. In north India, it may be a hearty black dal that could be a meal in itself. In south India, it is likely to be a fiery sambhar, while in Gujarat, it’s often sweet.
But increasingly the dal many Indians eat is, strictly speaking, not Indian. It is imported from countries like Tanzania, Kenya and Canada. In the 2010-11 fiscal year, the country imported almost 2.6 million tons of pulses, a broad category that includes lentils and beans, up from just 1.7 million tons in 2005-06, according to government data.
As I wrote in a article in this morning’s paper, India has had a bumper harvest of wheat this year, so much so that granaries are bursting at the seams and policy makers are scrambling to find space for all the grain the government has bought from farmers. So, why hasn’t India been able to similarly boost the production of pulses, a commodity for which there is obviously great demand, going by the import numbers and by what’s on dinner plates?
I put this question to Ashok Gulati, who is the chairman of the Commission for Agricultural Costs and Prices in New Delhi, a government agency that advises policy makers. He said there is a simple explanation: The government buys millions of tons of wheat and rice every year, but it does not buy pulses.
The wheat and rice help meet the needs of its food subsidy programs, provide a buffer stock in case of a drought and guarantee farmers a “minimum support price,” which often is higher than the market price for grain. But legumes are not part of the subsidy regime and do not earn the same favor from policy makers.
As a result, many farmers don’t grow those crops. Their prices yo-yo up and down from year to year depending on global supply and demand, making them a more risky investment. They require more attention than wheat or rice and can be decimated more easily by bad weather or pests.
Pulses are not the only such crop. India imports a large portion of its cooking oil from countries like Indonesia and Malaysia because it doesn’t grow enough oilseeds, another commodity not subsidized directly by the government.
“We are importing about 40 to 50 percent of the edible oil used in the country, so there is a huge deficit,” Mr. Gulati told me over the telephone recently. “We really need much more emphasis on edible oilseeds as well as pulses. And the policy is unfortunately more skewed toward wheat and rice because of the commitments we have made to distribute wheat and rice.”
Mr. Gulati is among a group of reformers who have argued that India needs to fundamentally rethink its food subsidies. Instead of tilting the proverbial field toward two crops – wheat and rice – the government, these people argue, needs to be more strategic and target more crops. After all, people need more than the carbohydrates they get from wheat and rice to survive and thrive.

Many in Mr. Gulati’s camp have argued forcefully that India should move away from giving cheap wheat and rice to providing food stamps that could be used to buy a larger range of food items like pulses, vegetables, fruits and dairy products. But that is a minority view among policy makers and advocates for the poor, who insist that the government must provide more people with more rice, wheat and other grains at lower prices. A new food security bill that will come to a vote in Parliament later this year is expected to do just that.
It is not that the government is not concerned about pulses and oilseeds. It has undertaken several efforts to develop hybrid seeds to improve the yields of pulses and oilseeds and to get more farmers to grow them. But those initiatives have so far only shown modest progress. The production of oilseeds and pulses has risen 22 percent in the last five years, but demand appears to be growing even faster as demonstrated by a 55 percent increase in the imports of pulses and edible oils in the same time.
Another indication that supply is not meeting demand is the fact that the price of foods that provide more protein and fat is going up a lot faster in India than other kinds of food, as many Indians become wealthier and are able to afford to richer foods. Subir Gokarn, a deputy governor at the Reserve Bank of India, has pointed out that most of the food inflation in India in recent years has come from the increase in the price of vegetables, fruits, oil, dairy products, pulses and meat.
The increase in prices offers some hope that farmers will find these foods more lucrative and start devoting more attention to them. Until they do, however, expect more of your dal and oil to come from East Africa, Southeast Asia and other distant shores.

रोजी रोटी अधिकार अभियान यात्रा का चौथा दिन

भूख और कुपोषण मुक्त राजस्थान के लिए खाद्य अधिकार यात्रा को लेकर भीम के तेजाजी चौक में भव्य सम्मेलन

आज दिनांक 4 अक्टूबर, 2012 को राजस्थान राज्य में चल रही भूख और कुपोषण मुक्त राजस्थान के लिए खाद्य यात्रा को लेकर मजदूर किसान शक्ति संगठन के नेतृत्व में भीम के तेजाजी चौक में भव्य सम्मेलन आयोजित हुआ। इस यात्रा में पी.यू.सी.एल. की महासचिव कविता श्रीवास्तव, रोजी-रोटी अधिकार संदर्भ केन्द्र के अशोक खण्डेलवाल, श्योर संस्थान के विक्रम एवं अन्य यात्री मौजूद थे। 

पी.यू.सी.एल. की महासचिव कविता श्रीवास्तव ने कहा कि राजस्थान प्रदेश में भूखमरी व कुपोषण की समस्या अत्यन्त गंभीर है। राष्ट्रीय परिवार एवं स्वास्थ्य सर्वे, 2008 के अनुसार हर दो बच्चे में से एक बच्चा कुपोषित पैदा होता है। हर तीन औरतों में से दो औरतों में खून की कमी है एवं हर तीन वयस्क में एक वयस्क कुपोषित है। दुर्भाग्य से इस गंभीर समस्या को लेकर ना केन्द्र सरकार और ना ही राज्य सरकार चिन्तित दिखाई देती है। आंगनवाडी, मध्यान्ह भोजन, राशन व्यवस्था जिसमें कुछ लोगों को केवल अनाज मात्र दिया जाता है आदि कार्यक्रमों से जन खाद्य सुरक्षा नहीं हो सकती है। रोजी रोटी अधिकार अभियान राजस्थान की यह दृढ मान्यता हैं कि प्रदेश की जनता की प्रभावी भोजन सुरक्षा हेतु एक स्थानीय उत्पादन, संग्रहण, भंडारण एवं वितरण की व्यवस्था स्थापित करना आवश्यक हैं। इस संर्दभ में यह भी नितांत आवश्यक है कि जल, जगंल और जमीन के उपयोग हेतु प्रथम वरीयता भोजन-सामग्री के उत्पादन को दी जाय, पंचायत समिति स्तर पर गोदाम बनाये जाये एवं राशन व्यवस्था में प्रभावी वितरण हेतु वांछित सुधार किए जाएं। 

रोजी-रोटी संदर्भ केन्द्र के अशोक खण्डेलवाल ने कहा कि प्रभावी भोजन सुरक्षा नीति के अभाव एवं आधे-अधूरे कार्यक्रमों के फलस्वरूप एक ओर जनता भूख और कूपोषण से ग्रसित है वहीं दूसरी ओर अनाज सड़ रहा है, उसे रियायतों दरों पर जानवरों के लिए विदेशों को निर्यात किया जा रहा है। दर्दनाक सच्चाई यह है कि इस वक्त देश के एफ.सी.आई. गोदामों में 8 करोड टन से भी ज्यादा अनाज रखा हुआ है जो खरीफ की फसल के बाद दिसम्बर तक बढ़कर 10 करोड टन होने वाला है । सवाल यह है कि जब देश के गोदाम भरे हुये है तो बडे पैमाने में बच्चे, बूढे एवं वयस्क भूखे क्यो है? क्या गोदामों मे अनाज को रखे रखने, और सडाने से बडा कोई अपराध हो सकता है? इस सरकारी अन्याय के होते हुए देश की संसद मौन क्यो है? वक्त आ गया है कि इस देश की गरीब जनता अपनी चुप्पी तोडे और हक से मांग करे कि यह अनाज देश की जनता को दिया जाये। 

श्योर संस्थान के विक्रम ने कहा कि दूसरी ओर देश में बढती मंहगाई से खाद्यान की कीमतें बाजार में निरन्तर बढ़ती ही जा रही है। हाल ही में डीजल एवं पेट्रोल की कीमतो में बेशुमार बढ़ोतरी से जीवन यापन की आधारभूत चीजों को प्राप्त करना अब आम व्यक्ति के लिए मुश्किल हो गया है। इससे शहर -गांव सभी जगह के गरीब तथा निम्न मध्यम व मध्यम वर्ग पर भी रसोई व चूल्हे का संकट गंभीर होता जा रहा है। 

वागड मजदूर संगठन के डेविड ने सभी धन्यवाद देते हुए कहा कि राजस्थान में यह यात्रा प्रदेश में बनी हुई चुप्पी को तोडने एवं पूरे प्रदेश में माहौल बनाने के लिए तथा जनता की निम्न न्यायपूर्ण मांगों के सर्मथन में निकाली जा रही है। उद्देष्य भारत सरकार से राजस्थान की जनता के हक का अनाज उपलब्ध करवाने व खाद्य सुरक्षा को लेकर व्यापक नीति बनवाने का भी है।

Why The National Food Security Bill Is A Damp Squib?

     The National Food Security Bill has nothing to say on the basics that would provide food security - fair employment, proper wages, control of productive resources etc. So, it amounts to the provision of a temporary dole in socio-economic conditions that remain unchanged.
·         Despite claiming to be a Food Security Bill, it is strangely silent on the very important issues of food production, procurement and storage.
·         Entitlements under the Bill are limited and targeted. It provides only cereals or ready-to-eat food and cooked meals in limited quantities to a limited number of people, only under certain conditions and at particular times. It therefore fails to guarantee access to all people at all times.
·         Nutritional security requires a comprehensive basket of food, with adequate quantities of pulses, oil, fruits, vegetables, milk and other food items. The NFSB provides for cereals alone for the population to be covered under the PDS.
·         Despite clear indications of declining food consumption and increasing hunger and malnutrition and indebtedness among the working people of the country for consumption needs, the Government has only given a paltry amount of 7 kg per head per month for the priority group and only 3 kg per head per month for the general group. These quantities meet neither the nutritional requirements for a healthy life nor even the present consumption levels.
·         The Bill has been left open-ended and gives no definite date for notification. It allows for different dates for the notification of various sections of the law.
·         The present law delegates the selection of the entitlement holder under the category of priority and general households to the Central Government instead of Parliament itself, thus giving to the Central Government a function that is constitutionally the prerogative of Parliament.                  
·         The Bill has created three categories – the excluded, priority households and general households in place of a universal system that existed before the 1990’s.                 
·         The Bill seems to be aimed at reducing the obligations of governments. Linking benefits to reforms prescribed by Central Government punishes those living in states that have poor governance.
·         The Bill has left the door open to a wholesale replacement of the PDS with cash transfers, impacting household food security. This will also affect farmers as the Government will not procure grain or store it. This is a threat to the nation’s food security.
·         While the Supreme Court orders have made all services under the ICDS universal, the Bill talks of only universal supplementary nutrition.

·         The proposed grievance redress mechanism under the NFSB begins at the district level, which is too far away for people to effectively access
·         Though the Bill has provisions dealing with transparency and accountability, they are not sufficient. Too much of discretion has been left to the Government to decide the modalities of inspection.

A Brief Introduction to the Campaign.......


Foundation statement: The right to food campaign is an informal network of organisations and individuals committed to the realisation of the right to food in India. We consider that everyone has a fundamental right to be free from hunger and undernutrition. Realising this right requires not only equitable and sustainable food systems, but also entitlements relating to livelihood security such as the right to work, land reform and social security. We consider that the primary responsibility for guaranteeing these entitlements rests with the state. Lack of financial resources cannot be accepted as an excuse for abdicating this responsibility. In the present context, where people's basic needs are not a political priority, state intervention itself depends on effective popular organisation. We are committed to fostering this process through all democratic means.
How it happened: The campaign began with a writ petition submitted to the Supreme Court in April 2001 by People's Union for Civil Liberties, Rajasthan. Briefly, the petition demands that the country's gigantic food stocks should be used without delay to protect people from hunger and starvation. This petition led to a prolonged; public interest litigation (PUCL vs Union of India and Others, Writ Petition [Civil] 196 of 2001). Supreme Court hearings have been held at regular intervals, and significant "interim orders" have been issued from time to time. However, it soon became clear that the legal process would not go very far on its own. This motivated the effort to build a larger public campaign for the right to food.
Issues: The campaign has already taken up a wide range of aspects of the right to food. Sustained demands include: (1) a national Employment Guarantee Act, (2) universal mid-day meals in primary schools, (3) universalization of the Integrated Child Development Services (ICDS) for children under the age of six, (4) effective implementation of all nutrition-related schemes, (5) revival and universalization of the public distribution system, (6) social security arrangements for those who are not able to work, (7) equitable land rights and forest rights. Some of these demands have already been met to some extent. For instance, the Indian Parliament unanimously enacted a National Rural Employment Guarantee Act in August 2005, and cooked mid-day meals have been introduced in all primary schools following a Supreme Court order of April 2004. Further issues are likely to be taken up as the campaign grows.
Activities: A wide range of activities have been initiated to further these demands. Examples include public hearings, rallies, dharnas, padyatras, conventions, action-oriented research, media advocacy, and lobbying of Members of Parliament. To illustrate, on 9 April 2002 activities of this kind took place across the country as part of a national "day of action on mid-day meals". This event was instrumental in persuading several state governments to initiate cooked mid-day meals in primary schools. Similarly, in May-June 2005, the campaign played a leading role in the Rozgar Adhikar Yatra, a 50-day tour of India's poorest districts to demand the immediate enactment of a national Employment Guarantee Act. Three national conventions have been held so far: in Bhopal in June 2004, in Kolkata in November 2005 and in Bodhgaya in April 2007.
